Project / Programme Office Manager - Local Government
Purpose: Permanent Corporate Programme and Project Support Office Manager required to set up programme and project management templates and guidance documents and lead this centrally based PMO. This is a key appointment to the management team where you will be responsible for the effective planning, management and delivery of a diverse range of projects and programmes surrounding business change and efficiency projects within our public sector client. Reporting to the Corporate Programme and Project Services Manager within the ICT Services section you will ensure the timely and cost effective delivery of business benefits through agreed project management standards.
You’ll be responsible for developing and maintaining the Programme and Project Support Office function within the organisation ensuring best practice programme and project management across programmes and projects. The role also includes responsibility for project initiation and prioritisation across the diverse portfolio of projects and programmes – identifying key interfaces and interdependencies, reviewing project design, risks and proposals for new projects and identifying implications of solutions (both IT and non-IT). As a professional and experienced PMO Manager you will also be a central point of contact within the organisation for your mentoring and coaching expertise – assisting and guiding project and non project staff in good project management principles and techniques.
Candidates will be able to demonstrate experience of managing programme support offices using a defined methodology (Prince2 and MSP experience and certification) and using recognised planning tools (i.e. MS Project) to which they have received formal training. Candidates are also required to perform gateway reviews on capitol and non capitol projects and should have demonstrable experience of previously engaging in such reviews. You will possess demonstrable problem solving skills as well as being an excellent verbal and written communicator.

Skills:
- Experience and qualifications of Prince2 and MSP processes and components
- Possess excellent written and verbal communication skills and be confident in communicating at all levels of the organisation
- Have used and be able to demonstrate an understanding of formal risk management techniques
- Have an awareness of equal opportunities legislation and be committed to those aims
- Experience of business case development and benefits realisation management
- Proven all-round experience of running, or working at senior level within, successful PPSO / PMO function
- Proven track record of managing successful projects
- Proven experience of best practice Programme and Project Management methods and processes, with proven ability to initiate new processes / methods
- Fluent IT skills relevant to the post, including hands-on ability with Microsoft Office, Microsoft Project
- Strong influencing, negotiation and communication skills (both written and oral) to manage broad range of effective stakeholder relationships at Board / senior management level, and to coach and mentor colleagues
- Proven ability to secure the support of, and co-ordinate, project professionals through leadership, motivation, teamwork, supervision and accountability
